Teams & Committees

Roll up your sleeves and join one our teams at UBC!  UBC is served by teams organized to do work for the Church. Team leaders are members of the Church and accept the responsibility to prepare an annual report to the Church. Team leaders are also members of the Church Council and keep the Council apprised of the work of the team.


Outreach and Evangelism Team

This team is responsible for the Outreach and Evangelism of the Church. They encourage individuals to visit and join UBC and create practices that will identify prospects, introduce them to our Church, and lead them to Church membership. This team is also responsible for the welcome each guest receives on Sunday morning (greeters and ushers) and for developing appropriate publicity to advertise our Church to the community.


Christian Education Team

This team works to plan and organize the Church's Christian Education program including Sunday School, Children's Church, Youth Ministry, Vacation Bible School, Small Group Ministry and any other educational programs and ministries, such as the Church Library – they work closely with the Associate Pastor for Education.


Property and Grounds Team

This team works under the supervision of the Trustees in keeping our property in good shape. This team organizes "work days" in which members of the team, in cooperation with the Trustees, complete various projects (painting, cleaning, etc.).


College Ministry Team

The College Ministry Team plans and organizes the Church's ministry to college students and they work closely with the Associate Pastor for College Ministry.


Missions Team

This team assists in planning and organizing work of a missionary nature done by various organizations and individuals in the Church and they also sponsor mission projects they deem appropriate. The team is responsible for promoting the various missions offerings and coordinates its work with the WMU groups in the Church.


Care and Fellowship Team

This team is responsible for receptions/coffees and other Church-wide events as well as day to day care of members (such as through the Area representative system). Members of this team visit and send cards to those who are sick or grieving as well as communicate needs of the congregation to the ministers and appropriate Deacons.


Ordinance Team

The ordinance team is responsible for preparing the Lord's Supper and assisting the Pastor with baptisms.


Board of Deacons

In accordance with the teachings of the New Testament, the Deacons regard themselves as the servants of the Fellowship. As such, they have the following areas of responsibility.

  • They are responsible for continually reviewing the spiritual health and life of the Church; for improving them in accordance with the Scriptures; and for leading the Church to engage in a fellowship of worship, witness, education, and ministry; and, in performing its tasks.
  • Deacons are also responsible for caring for and ministering to the individual members of the Church; for encouraging members in spiritual growth, for recommending to the Church additions and removals from its active and inactive membership rolls, and for integrating members into the life and work of the Church.
  • The Deacons are responsible for reviewing annually the professional performances of the ministerial/professional staff; and for making reports and recommendations to the Church.

Deacons must be active regular members of the Church and at least 21 years of age. The number of Deacons at any time is set by the Church at the recommendation of the Deacons or of a special committee.

Board of Trustees

In accordance with the laws of the State of Maryland, the Trustees are responsible for and have the authority to purchase, take, or otherwise acquire by gift or bequest, or in any other manner, and hold any interests in, all assets for and of the Church upon the direction of the Church. The Trustees are also responsible for using, leasing, mortgaging, selling or conveying, or managing the real property, and non-monetary personal property of the Church in a manner most conducive to the best interest of the Church. There are seven Trustees in addition to the Pastor who serves as an ex officio member. Trustees must be active regular members of the Church and at least 21 years of age. The Trustees meet at least quarterly to transact their business and, in accordance with the laws of the State of Maryland, keep written minutes of their business. A quorum of a simple majority must be present to conduct meetings. The Trustees elect their own officers. The Trustees appoint an investment committee of five. Three, including the Chair of Trustees, are Trustees. Two serve ex officio: the treasurer and Chair of Finance. They may engage a professional financial advisor to recommend investment instruments and other matters pertaining to the handling of capital funds monies. The Chairman of the Trustees is the Chairman of the Investment Committee.

Church Council

The Church Council has the following responsibilities:

  • It plans, coordinates and evaluate the overall program of the Church, which program shall be based on the biblical foundations and mission of the Church universal.
  • The Council, in consultation with the Deacons, also formulates and recommends to the Church, goals and objectives designed to reflect the Church's mission.
  • The Council solicits from the officers, standing committees, and other standing organizations of the Church, and/or, for itself develop and recommend to the Church the plans and actions required to enable the Church to reach its goals and objectives.
  • The Council coordinates for the Church these plans and actions, and reviews the results with the responsible officers and standing organizations and report them to the Church.
  • The counsel fosters good communications among officers, committees, teams and the organizations of the Church and regularly reviews the Church's resources in relation to the needs of the overall program of the Church and the underlying plans and actions.

The Church Council is composed of all Ministers of the Church, Chairs of all Church committees, Directors of WMU and Sunday School, leaders of Teams, and Chairs of the Deacons and Trustees. The members of the Council must be active, regular members of the Church and at least 18 years of age.

Nominating Committee

The Nominating Committee is responsible for recommending nominees for all Church leaders, excluding Deacons but including Trustees, for election at the annual meeting. 'Church Leaders' are volunteer workers elected by the Church. This committee recommends the chairperson and members of all standing committees, except the ex officio members, and recommends all Team Leaders.

The Personnel Committee

The Personnel Committee is responsible for formulating and administering an integrated personnel salary and benefits program for all members of the Church staff except the Ministerial staff. The Personnel Committee is responsible for establishing authority and organization of the staff, defining job responsibilities of non-professional staff, formulating personnel policies, consultation on an impartial basis to hear and consider all matters of concern of any Church employee, reviewing the written annual evaluation of the non-professional staff which is prepared by the staff personnel's immediate supervisor. The Personnel Committee is the budgeting agent for the support staff salaries section of the Church budget.

The Finance Committee

This committee is responsible for raising funds from contributions and other sources to meet Church expenses, for formulating annual budgets commensurate with expected income, and for keeping the Church financially solvent. It is also be responsible, in collaborating with the Treasurer, for setting and ensuring adherence to the Church's accounting standards and procedures, and for managing expenditures to keep them as far as possible, within the approved budgets or other limits. The Finance Committee also appoints an audit sub-committee which examines the underlying books and accounting records utilized in preparing the aforementioned financial statements; and review the system of internal control utilized in its financial operations in its scope of work.


The Stewardship Committee

The Stewardship Committee conducts an annual stewardship campaign in support of the goal budget proposed by the Finance Committee. The campaign includes requests for pledges to fund the budget. The Chairperson of the Stewardship Committee serves as a member of the Finance Committee.

The Mission Allocation Committee

The Missions Allocation Committee recommends to the Deacons suggested uses of the Endowment Fund income to support mission projects and college ministry projects. Each year, this committee budgets in excess of $100,000.00 (which supplements regularly budgeted outreach and mission projects) to various programs of outreach and mission (see link to ministries)

The Worship and Music Committee

The Worship and Music Committee meets regularly with the Music Director and the Pastor to advise and assist in all aspects of worship planning. This committee's responsibility is to promote, maintain and support meaningful worship and a well balanced program of music throughout all phases of Church life. The committee selects the music staff (professional singers or instrumentalists), except the Director/Minister of Music and recommend these to the Personnel Committee which employs the music staff. This committee is also responsible for the care of all music equipment, i.e. organs, pianos, hymnals, robes and related supplies, and they maintain a current inventory of all items. The committee has the following ex officio members: Choir President, Director/Minister of Music, and Pastor.
